Médecins Sans Frontières (MSF) intervenes in emergencies and crises, to relieve human suffering from unmet medical needs and to create a space for humanity. MSF works to provoke a social and political response that meets the essential needs, and respects and protects the dignity, of people in danger. Artsen zonder Grenzen (MSF-Holland) is an Association of (former) field and office employees, with a Board keeping oversight. MSF-Holland has a partnership with MSF offices in the UK and Germany. This partnership, known as ‘MSF Operational Centre Amsterdam’ (MSF-OCA), operates medical humanitarian interventions in about 25 countries. Annually, MSF-OCA deploys approximately 800 international staff and employs 10,000 national staff.

The Public Health Department (PHD) supports the overall purpose of MSF, providing medical and public health leadership for the organisation. The department is responsible for providing strategic direction and integrated advice on medical and public health issues to the field and headquarters. The PHD plays a key role in developing and maintaining the medical humanitarian identity and image of MSF-OCA, and in continuing to develop and improve intervention strategies so as to be relevant and effective.

MSF’s role responding to survivors of sexual violence:

MSF aims to respond to medical needs, alleviate suffering, and to respect and protect the dignity of people in danger due to armed conflict, emergencies, disasters, displacement, humanitarian crisis, epidemics or facing social exclusion. All MSF projects must provide timely access to medical care and psychosocial support for survivors of SV and IPV due to the enormity of the problem and the immediate, life-threatening and long-lasting debilitating medical and psychological consequences.

Currently our Public health department department is looking for a

OCA Sexual Violence Program Implementer (100%)

(20%) Based in amsterdam , (80 %) in field

General objective of the PHD SV response program implementer

To support and build field capacity to implement the SV response through mission-wide and project-level field support therefore the position is for 80 % in the field.

The focus is to provide technical support to field teams to enable continued, sustained implementation of quality comprehensive medical and psychosocial care for survivors of sexual violence. In addition, the objective is to identify gaps and needs, develop tools and resources to support the SV response.

Hierarchy and communication

The SV Program Implementer will have two lines of management and communication. The implementer is hierarchically reporting to the coordinator of the Specialists and functionally managed by SV Advisor.

Objectives

The following is in line with the field needs and jointly with the SV focal points and team in the projects.

Assessment

  • Conduct an assessment on the context, perception, understanding of sexual violence and barriers to care and help seeking for survivors.
  • Support mapping of community and actors providing informal and formal supportservices.

Review and improve current SV response in the project

  • Review the current sexual violence response in the project, the strategy and plans, identify the strengths and the gaps using the 5 steps implementation plan, MSF OCA guideline and SV toolkit and develop and implement the response through mentoring, coaching and training the national and international SV focal point(s) using the 5 steps implementation plan, guideline and toolkit;
  • Provide guidance on care pathways and models of care adapted to the context;
  • Provide guidance on how to improve the quality of medical care, psychosocial support, risks assessments, safety planning and referral to supportservices, care for child and adolescent survivors, survivors of intimate partner violence and male survivors of sexual violence SV Strategy development;
  • Develop and document an SV strategy to provide the strategic direction for the SV response;
  • Develop an implementation plan and schedule;
  • Identify gaps in knowledge and skills of MSF survivor-centred principles, staff responsible for awareness raising with formal and informal support services and within the community and those responsible providing medical and psychosocial care for survivors of SV and IPV and deliver training along with and coach the SV focal of the project to deliver SV training
  • Create training training curriculums which include all staff responsible for the above;
  • Deliver initial needed training along with the SV focal point and coach the SV focal point in delivering training;

Awareness raising and community engagement

  • Support improved community engagement and awareness raising for increased access to care for survivors of SV and IPV and support the team to identify key trusted, respected community members and informal and formal services to engage with, identify target groups, geographic coverage and schedule for the awareness raising strategy.

Advocacy

  • Identify specific risks and vulnerabilities to sexual violence and intimate partner violence, gaps in the overall response to sexual violence and intimate partner violence and advocacy priorities.

Further objectives

  • Identification of survivors of SV-IPV, using a screening tool prompting questions, ensuring questions are asked privately and safely and survivors receive a supportive response;
  • Further roll out of the first aid, community-based care (CBC) model for SV;
  • Decentralization of services and integration within MoH health care system;
  • Use of social media as awareness raising strategies;
  • Access to children and adolescents, using adolescent friendly model of care;

Candidate profile

This position is primary field-based so the candidate must be willing to spend up to 80% of the time in the field. Home location is flexible and does not need to be in Amsterdam.

Knowledge, education and experience

  • MD, Nurse or MW, with extensive experience in SV program implementation. Other profiles can be considered based on experience. MSF experience and the MSF SV training is a pre-requisite;
  • Strong knowledge of the broader humanitarian response to gender-based violence and guiding principles in the response to gender-based violence;
  • Experience with doing assessments, including literature reviews and have the knowledge;

Capacities and skills

  • Excellent oral and written English communication skills. French, and/or Swahili is preferred;
  • Willingness to spend up to 80% of time in the field;
  • Able to working independently, autonomously and pro-actively;
  • Strong interpersonal skills, good team work capacity;
  • Stimulating, assertive, able to motivate, persuade a variety of audiences to advocate for a stronger, improved response to SV (including Termination of Pregnancy on request) and for SV to be prioritized among other MSF activities;
  • Not afraid to advocate for change within MSF where needed and the ability to respectfully and carefully challenge and discuss sensitive issues with a wide range of actors, groups and individuals;
  • Sensitivity to a range of cultural beliefs and attitudes, able to diplomatically and respectfully challenge sensitive topics, stigma, harmful cultural beliefs and attitudes towards survivors of SV;

We Offer

  • A challenging and exciting position in an international environment.
  • A-contract until 31 December 2019 with renewal option, based on a fulltime appointment for 40 hours per week (100% labour percentage, spread over 5 days one week).
  • A gross monthly salary in scale 6 between € 2.811 and € 4,015 depending on professional experience, based on a fulltime appointment (40 hours per week).
