Médecins Sans Frontières (MSF) is an independent, medical, emergency relief organisation that provides assistance to people worldwide, regardless of their background, religion or political convictions. Above all, we aim to save lives and to offer medical care to victims of disasters, wars and epidemics. Working together with local staff, we give direct support to the population. MSF also appeals to those in power, including governments and international organisations, and speaks out about the abuses we encounter in the course of our work.

The Public Health Department (PHD) of Operational Centre Amsterdam (OCA) supports the overall purpose of MSF, providing medical and public health leadership for the organisation. The department is responsible for providing strategic direction and integrated advice on medical and public health issues to the field and headquarters. The PHD plays a key role in developing and maintaining the medical humanitarian identity and image of MSF-OCA, and in continuing to develop and improve intervention strategies so as to be relevant and effective.

The PHD is made up of a group of senior (director level) and middle management (coordinators), generalist Health Advisors (based in Amsterdam and Berlin) and clinical and public health specialists (based in Amsterdam, Berlin and London) providing expertise across a range of fields including infectious diseases, non-communicable diseases, mental health, nutrition, paediatrics, and vaccination as well as epidemiology, health promotion, laboratory, pharmaceutical quality/medical supply, and water/sanitation.

PLACE IN THE ORGANISATION

This position reports to the OCA Medical Director is a member of the senior leadership group in the OCA PHD (Amsterdam, Berlin and London) which comprises the OCA Medical Director and the two Deputy Medical Directors.

OBJECTIVES

  • Lead the senior support to execution and implementation of the medical ambitions as set out in the OCA Strategic Plan (2020-2023)
  • Contribute to strong medical leadership through effective medical line function throughout OCA (from field to headquarters)
  • Ensure the effective and coordinated management across the OCA Public Health Department (PHD)
  • Cultivate an environment to foster medical innovation across the organisation
  • Ensure an effective, collaborative and integrated working relationship with operations and other functional departments (human resources, logistics, finance and information technology)
  • Represent the organisation towards external clinical, academic and research institutions a required

MAIN RESPONSIBILITIES

Together with the Medical Director and the London based Deputy Medical Director:

  • Direct and oversee the implementation of the strategic direction (SP 2020-2023) for PHD
  • He/she is responsible for leading the implementation on specified dossiers of work (to be determined depending on the profile of the successful candidate)
  • Support the relevant departmental annual plans and priorities including oversight of feasibility and resources required to execute ambitions, for approval by the OCA Management Team
  • Demonstrate strong medical leadership in order to contribute to the effective function of the medical line function throughout OCA (from field to headquarters)
  • Provide leadership to ensure a cohesive team functioning within the OCA PHD
  • Embed best practice of geographically dispersed team working
  • Ensure a positive working culture and effective communication across the wider department
  • Cultivate an environment to foster medical innovation across the organisation
  • Maintain an integrated working relationship with other functional departments (human resources, logistics, finance and information technology) as required
  • OCA lead for MSF telemedicine as a support tool across MSF
  • On behalf of the Medical Director, represent OCA in MSF intersectional forums, working groups and platforms plus external engagements with global health institutions and networks
  • He/she will either lead or contribute to assigned inter-sectional dossiers of work
  • Undertake field visits as required to review program impact, including but not limited to quality of care and progress on strategic plan objectives

MAIN RESPONSIBILITIES

  • Management including oversight of financial and HR requirements for Public Health Unit (Amsterdam)
  • He/she will line manage approximately 3-4 coordinators in the Amsterdam office
  • Along with PHD coordinators, ensure an effective level of holistic management for all Amsterdam staff working across OCA Public Health Department
  • Ensures adherence to established HR policies and management practices

COMMUNICATION

  • Internal: Representation as required as senior PHD leadership
  • External: Develop and strengthen relationships with a range of key Holland based institutions (academic, government etc) to advocate for funding, research and sharing of medical expertise in order to raise the standards of our medical operations, ensuring these relationships are in line with our strategic objectives

When needed, represents MSF towards the media, donors and other NGOs

CANDIDATE PROFILE:

Essential:

  • Health qualification (doctor, nurse, paramedical) with a minimum of 5 years’ experience as an independently accredited operator in their field of expertise
  • Proven experience and skills in people and team management, able to provide performance management
  • Masters’ Degree in Public Health/Epidemiology
  • MSF experience (field and/or headquarters) at co-ordinator level
  • Proven  field implementation experience including programme execution, monitoring and evaluation and reporting
  • Good analytical and communication skills are essential as well as an excellent command of the English language (oral and written communication);
  • Willing to live and work in the Netherlands;

Advantage:

  • Good understanding and knowledge of medical issues and challenges in MSF fields essential
  • Experience in research strategy development and governance
  • Good knowledge of recent developments in the field of humanitarian relief and public health;
  • Additional Language skills – French and/or Arabic desirable;

Should be prepared to spend approximately 20% of his/her time on work related travel

WE OFFER

  • A challenging and exciting position in an international environment;
  • A contract for three years, based on a full time appointment for 40 hours per week (100% labour percentage, spread over 5 days one week).
  • A gross monthly salary in scale 10 between € 4,927 and € 7,034  depending on professional experience, based on a fulltime appointment (40 hours per week);
  • Other benefits include 30 holidays per annum (based on a fulltime appointment) and a premium-free pension plan.
