The goal of APU is to supply the field with the right goods at the right place in the right time. The Procurement Unit (34 staff) is responsible for processing the orders from the project countries and delivering a wide assortment of medical and non-medical goods to the projects within the required timeframe. A part of the assortment is strategically held in stock while the rest is procured on an as need basis.

The Tactical Procurement team is part of APU and ensures that goods and services can be sourced and are available at one or more suppliers at the right time, in the right quantity and for the right price. It continuously looks for improvements in availability and pricing, while anticipating and mitigating potential supply-related risks. The team actively manages supplier relations and controls their performance.

At International level, in line with the MSF Organizational Supply Strategy’s (OSS), the MSF Strategic Procurement Program (MSPP) has been launched in order to intensify collaboration between the different MSF entities and streamline the existing MSF procurement set up. In the frame of the MSPP Program, the Tactical Procurement team works in cooperation with the two other European Supply Centers (ESCs) in Brussels and Bordeaux, in an effort to further mutualize procurement and leverage the scale of MSF.

TACTICAL PROCUREMENT OFFICER (100%)

POSITION AND MAIN RESPONSIBILITIES

The Tactical Procurement Officer is part of the Tactical Procurement Team and reports directly to the Team Leader Tactical Procurement.

In this position, following the Procurement Strategy, you develop and implement an action plan for the spend categories under your responsibility, to ensure  that the MSF projects are supplied with the requested products for the best prices taking the MSF specifications and quality standards into account and assuring the expected service level and performance.

You cooperate on a daily basis with your internal stakeholders as a way to fulfil at best the requirements of the organization while striving for optimizations, and you perform a constant Market watch to monitor supply risks and opportunities.

You work in full alignment with your counterparts from the other ESCs to ensure one common approach towards the supplier base and the full leverage of MSF scale.

You develop a balanced and reliable supplier base while managing Strategic Supplier Relationships, and you put in place the appropriate risk-mitigation measures for the most exposed areas of your procurement spend.

To support the development of the Procurement function within MSF, you contribute to the development, harmonization and implementation of practices related to Strategic Sourcing, Supplier Base Management, Risk Management, Sustainable Procurement and other Procurement-related processes, and apply them in your daily work.

PROFILE

  • You are a highly motivated, enthusiastic person with a Bachelor or equivalent, preferably in Supply Chain Management or Procurement/Sourcing. In addition, you have at least 5 years professional experience of which at least 2 in a procurement environment.
  • You are familiar with Procurement Management principles such as Strategic Sourcing, Supplier Base Management and Risk Management.
  • Good communication skills and fluency in English (speaking and writing) are essential. You should be able to draw up unambiguous written agreements in English. Understanding the French and Dutch language is an asset.
  • Statistical/reporting skills in e.g. Excel are necessary. You do not just possess analytical skills; you know how to use them to turn data into meaningful information, and to convince your stakeholders accordingly.
  • Your way of working is organised. You are a good team player, but can work independently as well and have a problem-solving attitude. You are furthermore service-oriented, demonstrate initiative and have a good follow-up attitude.
  • The work environment is at times hectic and unpredictable, which makes flexibility, thinking out-of-the-box and eagerness to learn, important qualities. To do it well, you should be prepared to teach yourself everything that is relevant. You display attention to detail and can multi-task.
  • Project management skills are a plus; so is knowledge of pharmaceuticals and medical devices, GDP and regulatory affairs.
  • You are a keen negotiator and able to use market knowledge effectively. In the framework of cooperation with the other operational MSF supply centres, you will engage in international meetings on procurement topics and product families.

Transport & Warehousing Team Leader

based in Amsterdam

Position

The LSP Contract Manager/Transport & Warehousing Team Leader is part of the Amsterdam Procurement Unit and reports directly to the Head of the Logistics Department. In this position, you manage the team of Transport Officer and Stock Managers (which might change in the future), as well as our Logistics Service Providers for International Transport and Warehousing. You are responsible for the quality, accuracy, efficiency and availability of International Transport and Warehousing, and leading the inventory function across the organisation, working with other team leaders in the Logistics department to support overall operational and logistics goals as outlined in our strategic plans.

Main responsibilities

  • Develop upstream supply network and partnering / sourcing strategy for LSP’s;
  • Own and maintain the contracts with LSP’s, recommend on renewal or termination (tender);
  • Maintain up-to-date operational blue print and own the change request procedure;
  • Maintain pricing model; discuss pricing in and, in alignment with Teamleader Tactical Procurement, outside scope of the contract, and validate invoices;
  • Escalation level for distribution complaints, claims and CAPA’s and closely align with the GDP Responsible Person in case of GDP related issues;
  • Manage the continuous improvement calendar and projects with the LSP;
  • Maintain a MSF OCA Management dashboard providing insight in LSP operations;
  • Organise Periodic Review meetings with the main LSP for Transport & Warehousing , discuss performance and follow up on defined actions;
  • Define MSF internal supply chain cost saving opportunities, assess external logistics solution developments and challenge LSP;
  • Align and coordinate MSF internal activities when process changes are required for better functioning of LSP;
  • Responsible for optimisation of cost (transportation, storage, handling) and service (quality, information, inventory, lead time) in line with organisational requirements;
  • Develop stock policy’s for APU product portfolio, track and improve stock availability and stock holding cost, and is responsible for optimisation of stock profiles at all locations, including emergency stocks, while integrating procurement constraints and opportunities;
  • Safeguard internal and GDP compliance in transport and stock management processes, raise issues with GDP Responsible Person and ensure up-to-date record keeping and follow up of distribution complaints and claims;
  • Responsible for the development and improvement of Transport and Warehousing policies, guidance, tools, content of trainings and other activities within MSF OCA and other MSF intersectional initiatives that are in scope of the unit;
  • Facilitate and promote continuous improvement initiatives and the collaboration between service providers and teams, in order to develop best practices and organization wide support for achieving department and organisational strategic goals;
  • Manage, coach, develop and motivate his/her team and create a working environment where people can contribute and develop.

Profile

  • You have a Bachelor or Master’s degree in Supply Chain, Logistics, Engineering, Economics or other related subject, with advanced knowledge of distribution, warehousing and international forwarding.
  • 3+ years work experience in a relevant position in which you managed LSP’s, or worked with partners for warehousing and forwarding.
  • Experience leading, motivating and developing the performance of diverse teams.
  • You are enthusiastic, result-oriented and service minded, thriving in a hectic working environment.
  • You are data savvy, bringing a ‘continuous improvement’ mindset.
  • Excellent communication, presentation and negotiation skills in English is a prerequisite and a working knowledge of Dutch is an advantage
  • MSF experience, or work experience in the humanitarian sector is considered favourably but an affinity with MSF values is a ‘must-have’; and you have to be prepared to work outside office hours when required (e.g. in case of emergencies in MSF projects and for stock counts with LSP’s)
  • Familiarity with automated stock and warehousing management systems/ERP systems is an asset.

TRANSPORT OFFICER

MAIN RESPONSIBILITIES

You support and advise the department in all (ocean, air and road) transport related matters, incl. regulatory compliance, and you are an expert in managing the relation with our logistics service providers when following up on complaints, claims and CAPA’s. The relationship with our main logistics service provider at our Schiphol distribution warehouse is key. You report to the MSF account manager for this service provider.

Where you will work

Operational procurement department deals with the regular transport of supplies to the MSF project countries. The often complex settings require an expert to plan and to help prevent and/or solve operational delivery constraints and to explore new transport lanes e.g. in emergencies. Together with your colleagues, you are responsible for effective and efficient transport solutions towards the project countries as well as for inbound to our Schiphol based distribution warehouse. You play an important role in maintaining a transport network infrastructure ensuring predictable transit times of the orders.

Currently, the Procurement Unit goes through an improvement process that aims at a better control of the supply chain: continuously improving on efficiency and service levels in terms of quality and speed and responding better to operational needs.

More specific:

  • You provide support regarding the organisation of air-, sea or road transport of international orders to the MSF projects destinations;
  • You contribute to continuous evaluation of the transport processes (to and from the warehouse in the Netherlands and MSF project destination) so that you can explore new or better transport lanes  and propose improvements;
  • You are a member of Procurement Unit’s emergency core group and in this capacity you provide input for the transport planning towards emergency areas;
  • You support in the application of GDP regulations and international regulatory compliance matters, including transport lane risk assessments (by delegation);
  • You advise on use of Incoterms on inbound and outbound shipments and on customs import/export matters of the main warehouse in The Netherlands, as well as for direct shipments from suppliers to the MSF projects destinations;
  • You maintain performance and cost reporting for transport, provide statistics and overviews, report monthly KPI’s;
  • You ensure your knowledge pertaining to new regulatory/legislative aspects regarding (cold chain) transport, customs and dangerous goods is up to date and put into practice;
  • You execute transport solution according to the LSP blueprint, monitor status of inbound and outbound transport and you regularly benchmark  pricing and performance;
  • You collaborate with other MSF European Supply Centres with regards to joint transports and share knowledge about transport routes;
  • You offer guidance for temperature conditioned transport processes in close cooperation with logistical and medical counterparts;
  • You support on transport insurance policy & claims administration with the insurer, and manage claims with the Logistics Service Providers;
  • You are responsible for the following up on complaints, claims and CAPA’s and closely align with the GDP Pharmacist /responsible person in case of GDP related issues.

PROFILE

We are looking for a highly motivated person with a relevant bachelors level education with at least three years relevant working experience in international air and/or sea freight and onward overland transport. You are knowledgeable about multimodal global transport lanes to remote places (e.g. interior Africa). If you have knowledge of cold chain and a dangerous goods certification this is a big asset.

Good communication skills (oral and written) and fluency in English are essential and understanding the Dutch language is an asset.

OBJECTIVES

  • Manage integration of new LSP partnership agreement within MSF
  • Responsible for managing the move of physical inventory to new warehouse
  • Kick-off of continues improvement plan together with LSP

MAIN RESPONSIBILITIES

  • Facilitate workshops with LSP to get full understanding of needs on both MSF and LSP side
  • In collaboration with LSP, define ‘to-be’ processes and identify potential improvements as well as gaps and training needs
  • Ensure system alignment between MSF and LSP software applications
  • Develop documentation and training material on new processes and system usage
  • Implement new to-be processes within MSF and ensure seamless integration with LSP
  • Train and support MSF staff in relevant processes and systems to ensure everyone is knowledgeable and able to work in the new set up from start of the new partnership agreement
  • Plan and manage the move of physical inventory to the new warehouse

CANDIDATE PROFILE

We are looking for a highly motivated, enthusiastic person with a university degree or equivalent in Supply Chain Management, Business Administration, Economics or related field. In addition, you have at least 4 years professional experience in a large organisation of which at least 2 years in international distribution, warehousing and/or forwarding.  You have working experience in an international environment, with daily collaboration with and within multicultural groups.

You are familiar with analytical tools and have experience in ERP systems implementation, preferably in WMS modules (MS Dynamics, or similar, please provide details in your resume). You have a strong ability to present information in a clear, concise and captivating way. High Excel proficiency is an absolute must, and a competency test will be part of the recruitment process. You do not just possess analytical skills; you know how to use them to turn data into meaningful information. You have a proven ability to strike the balance between the best and pragmatic solution.

  • Maintain performance and cost reporting, provide statistics and overviews, report monthly KPI’s;
  • Responsible for optimisation of cost (transportation, storage, handling) and service (quality, information, inventory, lead time) in line with organisational requirements;
  • Develop stock policy’s for APU product portfolio, track and improve stock availabiltiy and stock holding cost, and is responsible for stock accurary;
  • Support the Responsible Persons on the application of GDP regulations and international regulatory compliance matters, including transport lane risk assesments (by delegation);
  • Responsible for the development and improvement of Transport and Warehousing policies, guidance, tools, content of trainings and other activities within MSF OCA and other MSF intersectional initiatives that are in scope of the unit;
  • Facilitate and promote continuous improvement initiatives and the collaboration between service providers and teams, in order to develop best practices and organization wide support for achieving department and organisational strategic goals;
  • Manage, coach, develop and motivate his/her team and create a working environment where people can contribute and develop;

Profile

  • Level of study: Bachelor or Master’s degree in Supply Chain, Logistics, Engineering, Economics or other related field, with advanced knowledge of distribution, warehousing and international forwarding, in addition to people management training.
  • 5+ years of experience in a relevant management position.
  • Experience managing LSP’s, or working with partners for warehousing and forwarding.
  • Excellent communication, presentation and negotiation skills.
  • Enthusiastic, result-oriented, service minded and likes to work in a hectic environment.
  • Good level of English is a prerequisite and knowledge of Dutch is an advantage.
  • Good leadership skills with a ‘continuous improvement’ mindset.
  • Prepared to work outside office hours when required, e.g. in case of emergencies in the MSF projects and for stock counts with LSP’s.
  • Familiarity with automated stock and warehousing management systems/ERP systems is an asset.
  • Affinity with MSF’s goals, culture and philosophy.
  • MSF experience, or work experience in the humanitarian sector, is considered an advantage.

The Logistics Department (LogD) supports the overall purpose of MSF, providing logistics and technical support to the OCA field operations. The department is responsible for providing strategic direction, integrated advice and hands on support to logistics and technical issues in the field. The department is made up of the Field Support Unit (FSU) and the Amsterdam Procurement Unit (APU).

With immediate effect our Logistics Department is looking for an:

ASSISTANT OF THE LOGISTICS DEPARTMENT (100%)

– Based in Amsterdam –

The Assistant of the Logistics department reports directly to the Head of the Logistics Department. In this position, you provide administrative and organisational assistance to the Head of the Department, the Coordinators and other employees of the department.

MAIN RESPONSIBILITIES

  • Supports the Head of Department and Coordinators in the department planning and reporting, including the check of the monthly overview of the departmental budget and preparation of recurring reports (performance, budget & narrative);
  • Plans and facilitates meetings for the Logistics leadership team and minute taking thereof;
  • Plans and facilitates events such as the LogCo days, including venue research, coordination of all event logistics and providing organisational and administrative support for hosts, speakers and participants;
  • Supports in internal communication activities, including editing of the Logistics newsletter, provision of regular updates through Sharepoint and Facebook;
  • Provides organisational and administrative support to the Logistics Flying staff
  • Maintains the satellite communication equipment database and checks the monthly invoices;
  • Keeps an overview of presence of department staff, including registration of holidays, sick leave and field visits;
  • Facilitates staff arrival and departures, including briefing on administrative processes and organising events;
  • Supports the department in ongoing day-to-day business, such as dealing with correspondence, administrative support, managing phone calls and providing information.

Other responsibilities

  • Willing to be the BHV (Bedrijfshulpverlener) for the department
  • Focal point for Facilities and MSF Connected project – reconstruction OCA office and move

CANDIDATE PROFILE

  • Level of study: Bachelor degree level by education or experience.
  • Enthusiastic, result-oriented and likes to work in a hectic environment.
  • Proven experience in administrative support tasks, including minutes taking in meetings.
  • Ability to familiarise quickly with new topics, work independently and a team player.
  • Good oral and written communication and organisational skills.
  • Comfortable in programmes such as Word, Excel, Outlook and SharePoint.
  • Good level of English is a prerequisite and knowledge of Dutch is an advantage.
