Médecins Sans Frontières (MSF) intervenes in emergencies and crises, to relieve human suffering from unmet medical needs and to create a space for humanity. Artsen zonder Grenzen (MSF-Holland) is an Association of (former) field and office employees, with a Board keeping oversight. MSF-Holland has a partnership with MSF offices in the UK and Germany. This partnership, known as ‘MSF Operational Centre Amsterdam’ (MSF-OCA), operates medical humanitarian interventions in about 25 countries. Annually, MSF-OCA deploys approximately 800 international staff and employs 10,000 national staff.

With the ultimate goal to provide quality care to our beneficiaries, the Learning & Development (L&D) Department seeks to offer quality, effective and efficient support by analyzing and responding to learning and development needs of all OCA staff.

The L&D Department is looking for an enthusiastic new colleague per 1 February 2019:

Place in the Organization
Reporting to the L&D Head of Department and working closely with the other L&D advisors, L&D Specialists, L&D Officers, external trainers/facilitators, HR Office and managers and individuals at HQ

Objective of the Position
To advise stakeholders in the PHD/OPS/OSCAR departments on how to address the learning needs of all staff most effectively through proven L&D methodologies and aligned with the OCA Strategic Plan.

MAIN RESPONSIBILITIES:

  • Builds and maintains effective working relationships with counterparts in and outside MSF. The assigned portfolio for the current position is to work with PHD/OPS/OSCAR on L&D related topics;
  • Initiates and coordinates information sharing between counterparts on learning needs and solutions. Supports the L&D Officers with communication when needed;
  • Planning of upcoming L&D offer, including new learning solutions, course delivery practicalities and L&D brochure;
  • Designs, builds and pilots new L&D interventions as agreed in the Annual Plan, in close collaboration with the L&D specialist;
  • Is content owner of assigned L&D modules, analyses and improves content with support of L&D specialist;
  • Coordinates the delivery of and maintains a central database of course content for courses linked to the above-mentioned departments;
  • Supports, coaches, prepares, debriefs and evaluates learning facilitators and module trainers of these courses;
  • Promotes the use of L&D principles and standards for existing interventions;
  • Has an overview of the learning interventions currently taking place across departments and/or sections and is able to connect learning needs to existing interventions where possible;
  • Reviews and evaluates L&D interventions, in close collaboration with the L&D specialist, and consequently proposes and executes improvement plans;

Communication
Internal

  • With senior management, Technical Referents and HR in headquarters and in the field on learning and development needs and solutions;
  • With L&D Specialist to define approaches to enhance use of blended learning programmes, new methodologies and respond to trend and opportunities;
  • With other L&D advisors for consistency in approach.

External

  • With intersectional colleagues on course content, collaboration and possible synergies;
  • With external providers and learning institutions on learning and development trends and opportunities.

Requirements:

  • University degree preferably HR or Humanitarian or Medical profile;
  • Demonstrated knowledge and skills in L&D;
  • At least 3 years of experience in a relevant professional context;
  • Demonstrated humanitarian field experience;
  • Demonstrated ability to cooperate and maintain effective relationships with key stakeholders;
  • Demonstrated communication skills, oral as well as written;
  • Strong analytical and problem solving skills;
  • Ability to take the lead and proactively steer topics;
  • Ability to transfer knowledge effectively;
  • Ability to work independently, with minimal supervision and under pressure;
  • Demonstrated ability to thrive in a diverse work environment;
  • Experience in facilitating workshops is a plus;
  • Knowledge on new L&D technologies (incl. e-learning) is a plus;
  • Excellent English skills. French and/or Arabic a plus;
  • Personal characteristics that include pro-activity, resilience, flexibility, patience, the ability to prioritize and a sense of humor;

WE OFFER

  • A gross monthly salary in scale 6 between € 2,737 and € 3,909 (depending on professional experience, based on a fulltime appointment).

Functieomschrijving
Wij zijn opzoek naar een flexibele Medewerker P&O die goed kan prioriteren. Als Medewerker P&O heb je een uitdagende solo functie. Je houdt je o.a. bezig met de werving en selectie en administratieve ondersteuning bij in- en uitdiensttreding, je levert een bijdrage aan de salarisadministratie, bent vraagbaak als het gaat om HR aangelegenheden, ondersteunt bij de ziekte verzuim begeleiding en blijft op de hoogte van alle wet- en regelgeving zodat je het zeehondencentrum daarover kan adviseren.
Je salaris voor deze functie is maximaal €2.300,- op fulltime basis.
