For the International Programs department, we are looking for a fulltime:

Senior advisor PMEL (Planning, Monitoring, Evaluation, and Learning)

(35 hours a week)

In this role you are responsible for developing, maintaining and monitoring an effective PMEL system for transparent accountability, effective (re)management and optimal learning of the progress and results of the Plan International Netherlands Programs. In addition, you will advise the program staff in increasing the PMEL quality of individual programs and projects. You will also advise the Program Director/Chief Program Officer in the development of policy and strategy for the International Programs. You are accountable and report to the Program Director/ Chief Program Officer.

What are you going to do?

You will be developing, maintaining and monitoring an effective PMEL system that meets the requirements of the organization and its major donors. You will also contribute to increasing the PMEL quality of individual programs and projects by advising colleagues in program development and management. You will advise and support the Chief Programme Officer in the development of policy and strategy for the International Programs Department.

You are responsible for the PMEL policies for the Plan International Netherlands office/programmes:

  • The PMEL policies include both the development and humanitarian work and consider the requirements of a variety of donors including the Ministry of Foreign Affairs, European Union, ECHI, SHO etc.
  • You will coordinate the PMEL tasks with two other PMEL specialists for Plan International Netherlands.
  •  You will advise and support program staff on programs, thematic policy development, alliances, on result measurement, log frames and Theory of Change development.
  • You will need to support program baseline, mid-term and final evaluations, the selection of external consultants for evaluation, the review of evaluation reports and the use of the findings from these evaluations.
  • You will also need to facilitate (ensure quality of) the preparation of annual reports for the different donors as well as for general public. Moreover, you will need to monitor the organizations KPIs.

You are responsible for the development of the digital PMEL system of Plan International Netherlands and for stimulating learning processes:

  • You develop, maintain and monitor the digital PMEL system and the IATI reports. You are also a spider in the web for connecting the PMEL system of Plan Netherlands with the new PMEL system of Plan International.
  • You advise the managers on internal learning processes and learning agendas and on securing lessons learned in the organization.
  • You translate outcomes of evaluations into concrete learning and improvement actions for colleagues within the International Programs Department. Subsequently, you will coordinate and facilitate the department’s learning process. You also take part in the DRA MEAL task force and contribute to shared learning.

What do you bring?

We are looking for an experienced expert who can oversee and develop Theory of Change and Results Frameworks. A flexible team player who is also a good coach and can communicate tactfully with colleagues from different cultures, both verbally and in writing. Field experience in managing programs is an advantage.

In addition, you meet the following criteria:

  • Relevant scientific training at Masters level, e.g. Cultural Anthropology/Social Geography, International Relations/Development.
  • Minimum of eight to ten years of work experience of which five years is field experience with PMEL.
  • Knowledge of the various methods of PMEL.
  • IATI knowledge and experience.
  • Good network in the industry and with PMEL experts.
  • A good communicator: you need to be able to present and give good briefings to externals.
  • Consultancy skills needed to make difficult/complicated subjects understandable to colleagues.
  • Perfect command of Dutch and English in speaking and writing,
  • Fluency in French is desirable.
  • Up-to-date knowledge in the field of international developments.

About your department

The L&E team consists of 7 ambitious advisors with different backgrounds and expertise. They focus on the issue of child exploitation, with four key programme themes centered around:

  1. the worst forms of Child Labour;
  2. (Commercial) Sexual Exploitation of Children;
  3. Child Trafficking and Unsafe Migration;
  4. Child Abuse / Child Sexual and Reproductive Health and Rights.

What will you do and how will you make an impact?

  • You co-develop and implement strategies to engage local, national and international businesses to work against child labour and uphold the children’s rights and business principles. These strategies are incorporated into our country and international programmes as part of our holistic approach to fight child exploitation.
  • You will act as a CSR and supply chain expert both externally with businesses, platforms and (international) fora, and internally by advising the organisation on all policy matters relating to responsible business practices, specifically in the context of our child labour programme, mica.
  • You hold deep and up-to-date knowledge on (the elimination of) child labour, business and children’s rights principles, and engagement with relevant stakeholders (private sector), through research and networking.
  • You will work towards expanding and facilitating TdH’s projects through strong involvement in programme development and (institutional) fundraising. Your main focus will be the Mica program, with the objective to eradicate child labour issues in the mica industry through comprehensive interventions in India and in Europe, and soon in Madagascar. Terre des Hommes also strives to develop new and innovative programming to address the complexity of child exploitation. It is expected from the advisor to contribute significantly to this.
  • You will ensure all programming is of excellent quality and that all programmes contribute to Terre des Hommes’ strategic objectives, global learning and advocacy. The post holder is expected to provide advice and support to programme staff and our partners to ensure programming objectives are successfully achieved.

Knowledge and skills

  • A masters degree in a relevant field such as business management, international business administration, international development studies or international relations and multi-year (3+) relevant experience working in international development and/or CSR.
  • Experience with CSR of children’s rights / human rights and business principles in a corporate setting. In-depth knowledge of child labour, private sector engagement, supply chains and responsible sourcing is preferred.
  • Strong presenting and networking skills developed through engagement in national and international networks and fora.
  • Ability to create dialogue and connect with multiple audiences, especially with international and national businesses, to speak about CSR and child exploitation and develop strategies to elimatie child labour together
  • Proven experience in the development and implementation of strategic policies and research projects.
  • Proven involvement in successful institutional fundraising with multiple donors.
  • Excellent command of English and preferably Dutch, both spoken and written
  • Preferably: Experience with strategic programme communication and lobby & advocacy
  • Preferably: Experience working on child protection programmes with (I)NGOs and living and working in TdH programming countries or other development settings.

Mental health clinical advisor

Mental health clinical advisor (MHCA)

Stichting Vluchteling is an organization with approximately 35 employees and is based in The Hague (the Netherlands). SV (Stichting Vluchteling) is an emergency relief organization that works worldwide for aid for refugees. Thanks to the support of over 200,000 donors, we provide immediate help in an emergency, such as shelter, medical care, clean drinking water and sanitation.

The project for non-communicable disease/ MH care is designed and implemented in collaboration with INTERSOS. The Mental health clinical advisor works closely with the responsible technical advisor of the implementing partner.

Purpose

Working with and through the SV partner organization, the main objective of the role is to support the design and implementation of an innovative, integrated mental health and Non-communicable disease care model in primary health care in humanitarian settings. The objective of the program is to improve the quality of mental services through quality assurance strategies that focus on both improving technical competence of front line mental health providers as well as designing context appropriate mental health services that can make measurable improvements in client wellbeing and functionality.

Place in the organization

Based in The Hague, liaises functionally with the technical advisor of the implementing partner responsible for the countries where the projects will be located, hierarchically to the NCD team lead. The successful applicant will spend approximately 50 % of the time in the field and 50% in headquarters, whenever field visits will resume (not predictable today). He/she will have functional links with the in country medical lead whenever available.

Main responsibilities

  • Leads the development of a mental health strategy for the Ncd-MH integrated program, in line with MhGap/MHPSS IASC guidelines (including the methodology to be adopted and model of care – psychological first aid (PFA) during acute phases of humanitarian crisis, clinical services [Problem-Solving Counselling or Therapy, Interpersonal Psychotherapy, Interventions for Families and Interventions for Harmful Use of Alcohol and Drugs (motivational interviewing and self-help groups)] in collaboration with the NCD advisor and the technical advisors of the implementing partners, ensuring a strong link with the protection referents.
  • Support the project/mission in adapting and implementing the strategy in each country according to the context and specific challenges/constraints including the evaluation of resources available and needed for the project medical staff.
  • Participate as technical referent to the process of selection of the psychologist for the field implementation and provide the related induction before the departure wherever an expat MH profile will be deployed.
  • Write an implementation plan for integrated MH in PHC and support its implementation (remote- field) in a culturally acceptable manner.
  • Support project team with adaption of a training package (e.g. mhGAP-HIG) in TOT formula in order to prepare the field staff with full capacity to implement, manage and supervise the process of MH into the PHC.
  • Provide coaching, clinical training, clinical mentorship and supervision (both in remote and on the field).  
  • Support health professionals within project teams to identify patients who need clinical/pharmacological management of mental health disorders and to develop referral pathways wherever possible.
  • Lead with development of tools for surveillance and monitoring of mental health problems if needed.
  • Defines a monitoring system and appropriate indicators for MH program and Supports implementation and maintenance of data collection systems for mental health intervention also in the light of operational research projects and data based advocacy.
  • Monitors the progress of mental health intervention and prepares periodic and ad hoc reports.
  • Supports the project team with community engagement to increase awareness of mental health issues with an aim to destigmatize mental health illnesses.
  • Supports the advocacy objectives of the integrated mental health and NCD care strategy through the provision of technical expertise.

Candidate Profile (Essential)

  • Clinical psychologist or psychiatrist with at least five years post graduate experience.
  • Candidates with strong experience in mental health intervention in humanitarian setting.
  • Experience in management, implementation and evaluation of MH programs.
  • Proven experience of working independently under minimal supervision.
  • Demonstrable experience of working and constructively participating as part of a multi-cultural team.
  • Fluency in written and oral English is required. Other languages (French in particular) are desirable.
  • Ability and willingness to travel extensively and work overseas, whenever travel to the field will be made possible again (unclear date).
  • Demonstrable organizational and communication skills, including attention to detail and accuracy.
  • Strong ability to stick to deadlines and influence others to do the same.
  • Previous experience with humanitarian organization and commitment to the aims and values of humanitarian work.
  • EU citizenship, or being in the possession of an EU work permit, is required.

Further practical information

The Mental health clinical advisor (MHCA) is part of the non-communicable disease/ MH care team and reports directly to the team lead for this project; this team is mainly based in The Hague. It is a fulltime function (40 hours a week). A one-year contract will be offered, with the opportunity of a contract extension afterwards. Obstetrician / Gynaecology specialist advisor

Médecins Sans Frontières (MSF) is an independent, medical, emergency relief organisation that provides assistance to people worldwide, regardless of their background, religion or political convictions. Above all, we aim to save lives and to offer medical care to victims of disasters, wars and epidemics. Working together with local staff, we give direct support to the population. MSF also appeals to those in power, including governments and international organisations, and speaks out about the abuses we encounter in the course of our work. 

The Public Health Department of MSFs Operational Centre Amsterdam (OCA) supports the overall purpose of MSF, providing medical and public health leadership for the organisation. The department is responsible for providing strategic direction and integrated advice on medical and public health issues to the field and headquarters. The PHD plays a key role in developing and maintaining the medical humanitarian identity and image of MSF-OCA, and in continuing to develop and improve intervention strategies so as to be relevant and effective.

The Public Health Department is made up of a group of generalist Health Advisors (based in Amsterdam and Berlin) and medical and public health specialists (based in Amsterdam, Berlin and London) who provide expert support in a range of fields including infectious diseases, mental health, nutrition, paediatrics, and vaccination as well as epidemiology, health promotion, laboratory, pharmaceutical quality/medical supply, and water/sanitation.

MSF-OCAs reproductive health strategy includes ensuring access to, and quality in provision of, antenatal, intrapartum, postnatal, and neonatal care and prevention of mistimed/unwanted pregnancy. The O&G specialist along with the RH specialists is expected to lead us in achieving this objective.

Obstetrician/Gynaecology specialist advisor (40%)

POSITION WITHIN THE ORGANISATION

The Obstetrician/Gynaecology specialist reports to the Coordinator of Medical Specialists for the Mother-Child Health group in the Public Health Department.  She/he works in close collaboration and communication with the two reproductive health specialists and with the surgical specialist to assure coherence in the approach to RH programming.  
The two reproductive health specialists positions will carry individual responsibility over different portfolios and the O&G specialist will provide an overall technical contribution to ensuring quality RH care.

The location for the office and desk work is flexible, so he/she can work from any location. However one should be flexible enough to plan face to face cooperation with the two RH specialists who are based in Amsterdam on a regular basis.

MAIN OBJECTIVE

The overall aim of this post is to provide support to reproductive health in MSF-OCA projects with a specific technical focus on obstetrics and gynaecology including obstetric and gynaecological surgery. 

PRIMARY RESPONSIBILITIES

We foresee a 50/50 division between overall technical support and support to key missions.

TECHNICAL SUPPORT

In collaboration with the reproductive health specialists, provide technical and strategic support to MSF-OCA field programmes while supporting operations in the implementation of the strategic plan and the MSF RH policy. This will include:

  • Provide quality and timely technical support to field staff concerning obstetric and gynaecological clinical questions
  • Working together with HR in establishing essential competencies and skills for field obstetrician-gynaecologists, and checks and balances to make sure staff fil this profile.  Supporting HR in ongoing recruitment, matching and development of these staff (i.e., Ob-Gynae pool)
  • Provide support to monitor obstetric and gynaecological quality of care, ensure technical norms and develop improvement plans where needed
  • Promote culture of patient safety; support field teams with quality review process including root causes analysis and follow-up of incident reports
  • Contribute to the development and promotion of middle and long term strategic vision and plan for reproductive health within the PHD and MSF-OCA along with the practical implementation means and plans
  • Support field teams in the use and analysis of routine data; oversight and analysis of RH activities and outputs on key indicators so that quality of care can be evaluated and followed up effectively
  • Advocate on RH policy and quality issues to MSF-OCA operations and other relevant staff
  • Monitor developments in the field of RH and assess relevance for MSF-OCA field projects
  • Develop further networks to enhance MSF-OCA expertise and support for field implementation
  • Collaborate with fellow PHD specialists and colleagues of support departments on cross-cutting issues

SUPPORT TO KEY MISSIONS

  • Conduct field visits to selected missions to support ongoing operational research related to ensuring quality basic and emergency obstetric care
  • Provide field based training and mentoring in key missions
  • Brief/debrief field obstetricians and other reproductive health staff in key missions ensuring opportunity for topical preparation on RH care components prior to departure and feedback at end of mission
  • Assist Health Advisors and Operations Managers with implementation of obstetric services (as a member of the medical support team in key missions), identify constraints and implementation challenges and recommend measures to overcome them
  • Facilitate implementation of RH component of appropriate tools (e.g. guidelines, protocols/procedures, training materials, minimum equipment/drugs lists, etc)

CANDIDATE PROFILE

Education, qualification, and experience          

Fully qualified obstetrician-gynaecologist with current registration/license with relevant national professional body (consultant/attending level)

  • Minimum 3  years independent clinical experience in hospital, including the recent 2-year period (i.e., clinically current)
  • At least two missions providing obstetric care in MSF (or a similar organisation)
  • Commitment and passion for the goals of MSF
  • Coordination and/or project management experience is an asset
  • A Masters degree in Public Health or other relevant field is an asset

Capacities and Skills

  • Excellent oral and written communication skills; Fluency in English is required, French or Arabic are an asset (Dutch is not necessary)
  • Proven ability to work in diverse cultural and professional backgrounds
  • Enthusiastic, motivated and independent; able to work with minimal supervision
  • Able to work under time pressure on various projects and deadlines at any given time
  • Is innovative, able to take the lead and produce timely outputs

Doel van de functie

De adviseur is namens het Nederlandse Rode Kruis verantwoordelijk voor het adviseren over en het verspreiden en beïnvloeden van het humanitair oorlogsrecht in Nederland. Dit is een statutaire taak van het Rode Kruis. Het verbinden van de juridische kaders en hulpverleningscontext in gewapende conflicten naar relevante actuele thema’s en dit uitdragen naar stakeholders is de kern van de functie. Het team Humanitair Oorlogsrecht en Grondbeginselen legt de komende jaren een focus op een aantal thema’s, namelijk verstedelijking van oorlogsvoering, waaronder cruciale infrastructuren en (de zorg met betrekking tot) het gebruik van bepaalde wapens, noden van mensen in langdurige conflicten en respect voor het humanitair oorlogsrecht (HOR).

Daarnaast heeft de adviseur een voortrekkersrol in het bespreekbaar maken en houden van de grondbeginselen van het Rode Kruis binnen de vereniging.

De adviseur werkt nauw samen met de landelijk coördinator humanitair oorlogsrecht. Het team humanitair oorlogsrecht is onderdeel van de afdeling Juridische Zaken en is gekoppeld aan de Directie van het Rode Kruis. Daarnaast zal de adviseur specifiek ook regelmatig samenwerken en afstemmen met de collega’s van het team humanitaire diplomatie (public affairs) van het Rode Kruis (inzake humanitair oorlogsrecht) en corporate communicatie (inzake embleembewaking).

Functie-inhoud

  • Standpuntbepaling op het gebied van actuele humanitair oorlogsrechtelijke kwesties en het uitdragen van deze standpunten, in overeenstemming met de grondbeginselen van het Rode Kruis; schrijven van artikelen en opiniestukken. Zo nodig optreden als inhoudelijke expert hierover.
  • Volgen en ontsluiten van algemene (inter)nationale ontwikkelingen op het gebied van bescherming van kwetsbaarheden in gewapend conflict en verrichten van onderzoek dat aansluit bij de strategie van het Rode Kruis op het terrein van het humanitair oorlogsrecht.
  • Advisering van collega’s op het gebied van het humanitair oorlogsrecht, grondbeginselen en bescherming van het Rode Kruisembleem. 
  • Bijdragen aan de humanitaire diplomatie op relevante thema’s, gericht op bescherming van kwetsbaarheden in gewapend conflict door het maken van juridische analyses en geven van adviezen.
  • Verspreiding van kennis over het humanitair oorlogsrecht en de rol van het Rode Kruis in conflictgebieden door middel van publicaties, lezingen, colleges e.d., aan uiteenlopende doelgroepen in Nederland.

Flying BioMed Advisor / Technician

Médecins Sans Frontières (MSF) is an independent, medical, emergency relief organisation that provides assistance to people worldwide, regardless of their background, religion or political convictions. Above all, we aim to save lives and to offer medical care to victims of disasters, wars and epidemics. Working together with local staff, we give direct support to the population. MSF also appeals to those in power, including governments and international organisations, and speaks out about the abuses we encounter in the course of our work. 

MSF coordinates operations through collaborations between global offices. ‘Artsen zonder Grenzen Nederland’ (MSF-Holland) has a partnership with offices in Germany, India and the UK. This partnership, known as MSF Operational Centre Amsterdam (MSF-OCA), operates medical humanitarian interventions in about 30 countries. MSF-OCA deploys 1,300 international staff per annum and employs 8,500 national staff.

The office of MSF-Holland is located in Amsterdam and hosts more than 300 employees, offering direct support to MSF-OCA operations.

The Logistics Department (LogD) supports the overall purpose of MSF, providing logistics and technical support to the OCA field operations. The department is responsible for providing strategic direction, integrated advice and hands on support to logistics and technical issues in the field. The department is made up of the Field Support Unit (FSU) and the Amsterdam Procurement Unit (APU).

The Field Support Unit (FSU) within the Logistics department is looking for candidates for the position of:

Flying BioMed Advisor / Technician

(Field Based Technical Support Officer)

100% (80% time spent in the field)

The FSU is responsible for the first and second line support to field logisticians and operational decision makers, and for developing relevant policies, procedures, guidance, and tools to support the field logisticians in their daily work. Daily management of the FSU is delegated to one Coordinator for direct Operational support (Operational Logistics Coordinator), and one Coordinator for Back Office Support.

The FSU consists of a group of generalist Front Officers (based in Amsterdam and Berlin) working directly with operations in HQ and the field, a group of technical/expert Back Officers who are responsible to provide specific support in a number of disciplines, and FSU flying technicians/specialists.

Position within the organisation

The Flying BioMed management advisor/technician resides under the Head of the Logistics Department and reports directly to the Operational Logistics Coordinator of the Field Support Unit. He/she will be functionally managed by the FSU Back Officer BioMed and Cold Chain and co-operates closely with the members of the Field Support Unit (Front & Back office, Flying Specialists), Amsterdam Procurement Unit, other support departments, and Logistics Co-ordinators in the field.

Main objectives of the post

  • Overall Objective: to provide on the ground biomedical (including lab equipment) expertise based on needs above and beyond normal competencies found in MSF-OCA field missions.
  • Perform field support visits / consultancies following an agreed Terms of Reference (ToR) and in accordance with FSU Consultancy Guideline.
  • To support implementation of the MSF-OCA Biomed policy in MSF-OCA missions by:
  • analysing the current situation in the field, designing, and supervising the installation of improved biomed systems;
  • executing installation of improved systems directly;
  • conducting assessment of the local market for availability of quality spares, supplies and equipment , and following the MSF-OCA medical local purchase (MLP) process.
  • assessing the quality of local / regional service provides (i.e. maintenance, repairs, preventive servicing, trainings, etc.).
  • To support local electricians capacity by providing on the job training to MSF-OCA electricians.
  • Support the LogCo and missions in writing and/or updating the country / mission specific Biomed policies & SOPs.
  • Support medical equipment management in MSF-OCA missions and improve technical capacity by providing on the job training to MSF BioMed Technicians, technical logisticians supporting medical equipment, and medical counterparts. This includes laboratory equipment.
  • Perform maintenance and service activities on medical equipment.
  • On request do the above for other MSF-OC’s making use of their policies and standards.
  • Set up biomed services in the start-up of (large scale) emergencies (only when required).

Core responsibilities and tasks

  • Assess BioMed management systems in MSF projects (use of logbook/biomed binder, periodical checks and maintenance, workshop administration, spares administration and -control, use of genuine spares, spares stock levels and -ordering, responsibilities and organogram) according to MSF standards.
  • Assess local (sub-) contractors for quality of services.
  • Write improvement plans for Biomed support and medical equipment management in missions as well as with the related job descriptions, planning, organogram and budget.
  • Supervise established and on-going technical work. Train staff on-the-job.
  • Help selecting local biomed technicians.
  • Execute installation of medical equipment and improved systems.
  • Perform maintenance and service activities on BioMed equipment in support to the local technicians and for those types of services which can only be performed by specially trained or certified staff.
  • Assist the FSU BO BioMed and Cold Chain of the FSU in improving field tools based on experience gained in this job.
  • Write an implementation plan for the improved biomed setup in missions and incorporate this into the mission specific biomed policy.
  • Assist mission in developing the mission specific Biomed policy and SOPs.
  • Introduction of MSF standard tools in the field. Safeguard standardization across the MSF-OCA missions.
  • Assist the FSU BO in improving field tools based on experience gained in this job.
  • Provide second line support to field missions (when required).
  • Support cold chain equipment (technical aspects) in the field missions (when required).

Candidate profile

  • Work experience in MSF is a strong asset, preferably as Biomed Technician (or similar role), Technical Logistician or All-round Logician in at least two missions.  However, experience in a similar job outside MSF are very welcome to apply.
  • Proven BioMed technical skills and knowledge, through relevant education or work experience.
  • Good communication skills, a high degree of autonomy and a proven track record delivering training.
  • Willingness to spend approximately 80-90% of his/her time in the field on assignments of around two months each with 10% in the Amsterdam office.
  • Willingness to travel and work in insecure areas with different and diverse field teams.
  • Fluency in English (written and spoken); good working knowledge of French is an advantage. Knowledge of Arabic or Russian languages is a plus.

Functieomschrijving

De Organizational Development-adviseur (OD-adviseur) is verantwoordelijk voor de totstandkoming en het aanbod van een organisatieontwikkelingstraject op maat dat aansluit op de behoeftes en mogelijkheden van de Strategische Partnerorganisatie (SPO). Einddoel van dit traject is het zelfstandig voortbestaan van de SPO zonder structurele (financiële) steun van het Liliane Fonds.

Als OD-adviseur regisseer je het proces van organisatieontwikkeling van een aantal  SPO’s, waarbij het eigenaarschap bij de SPO blijft. Je monitort de programma’s inhoudelijk, zorgt ervoor dat deze op het einddoel -kinderen met een handicap- gericht blijven en monitort de programmaontwikkeling en het netwerk van partnerorganisaties van een SPO als indicator van een sterker wordende SPO. Je draagt zorg voor een multidisciplinair organisatie assessment en betrekt hiertoe intern de juiste adviseurs en themadeskundigen. In nauwe samenspraak met de SPO zorg je voor de ontwikkeling van een organisational development trajectory (ODT) en bewaak je de inzet van middelen, tijd en financiën

Je signaleert financieringsmogelijkheden in de regio en levert input aan de teams gericht op fondsenwerving ten behoeve van voorstellen voor het verkrijgen van financiering, waar je incidenteel aan meeschrijft. Ook lever je input aan genoemde teams en/of externe partners en donoren voor een adequate terugkoppeling over de totstandkoming en uitvoering van gefinancierde projecten.

Ten slotte stem je intern af over de belangrijkste ontwikkelingen m.b.t. de programma’s en overige relevantie informatie in het kader van het multidisciplinair werken en zorg je dat je over de juiste informatie beschikt. Je onderhoudt contacten met collega-organisaties en draagt bij aan de positionering van het Liliane Fonds binnen relevante netwerken, congressen, voorlichtings-bijeenkomsten, etc.

De OD-adviseur maakt onderdeel uit van het Organizational Development-team binnen de afdeling Internationale Partnerschappen & Programma’s. Je ontvangt hiërarchisch leiding van de teammanager, aan wie je ook rapporteert. De OD-adviseur geeft als projectleider functioneel leiding aan het multidisciplinair team en aan eventuele  vrijwilligers van het team.

OPERATIONS ADVISOR (100%)

Based in Amsterdam

The Operations Advisor (OA) reports to the Operations Manager (OM) and provides day-to-day operational and administrative support on a functional basis within the portfolio covering Iraq, Jordan, Malaysia, Myanmar, Bangladesh and Nigeria.

MAIN RESPONSIBILITIES

The Operations Advisor acts as a sparring partner to the OM and Heads of Mission on operational strategic issues. S/he promotes the quality, continuity and consistency of support to field management and facilitates decision making during the tactical and operational realisation in various countries of the portfolio. The OA also facilitates interaction between the field operations and the head office. Furthermore, the OA monitors the effectiveness and efficiency of operations and acts as a mediator/trouble shooter whenever problems arise.

RESPONSIBILITIES AND ACTIVITIES

  • Gives advice and guidance to the Heads of Mission and field management in the portfolio towards tactical decision making which involves analysis of field questions, problems and solutions;
  • Safeguards operational policies of the organisation while channelling the planning and control cycle of projects at a tactical level;
  • Coaches the Heads of Missions where appropriate and refers the teams to alternative sources for feedback, as well as identifying opportunities and needs for institutional competence building;
  • Manages the portfolio on a day to day basis as delegated by the Operations Manager, while proactively identifying and referring e.g. new or large scale emergencies, security matters, new advocacy issues;
  • Supports the HRM policies regarding recruitment, (de)briefings, training & development;
  • Identifies and follows up on day to day financial issues for the portfolio which includes institutional donors, partner sections;
  • Initiates and coordinates meetings between head office staff (Operational Support Team) on a regular basis and when required beyond the regular meetings;
  • Coordinates the maintenance and proper use of the electronic operations data base;
  • Assists the Operations Manager in administrative matters of a practical and policy-related nature.
  • Collaborates with the Operational Officer on the day-to-day support to the mission.

PROFILE CANDIDATE

We are seeking a motivated team player who operates on an advanced professional level, is able to improve performance and sets ambitious and realistic goals. He or she is capable of thorough analytical thinking, sets priorities and has a proven track record of effectively putting forward solutions to identified problems.

The successful candidate will have delivered emergency medical aid in complex political and humanitarian settings, has worked in insecure contexts, and gained experience in managing resources (finance, human resources and logistics).

We expect the candidate to have held field-based posts with operational or medical management responsibilities for at least two years, preferably including Head of Mission or Medical Coordinator level. S/he is required to be familiar with current MSF policy and procedures (ideally on both field and head office level), and have good knowledge of the MSF movement and organisational structure. Any experience within any of the portfolio’s countries is desirable.

The position operates in a fast-paced work environment that requires initiative and a flexible, stress resistant attitude. Good communication skills are essential, as well as an excellent command of English. The candidate must be willing to work irregular hours and spend approximately 15-20% of the time in the field.
