Artsen zonder Grenzen (MSF-Holland) is an Association of (former) field and office employees, with a Board keeping oversight. MSF-Holland has a partnership with MSF offices in the UK and Germany. This partnership, known as MSF Operational Centre Amsterdam (MSF-OCA), operates medical humanitarian interventions in about 25 countries. Annually, MSF-OCA deploys approximately 800 international staff and employs 10,000 national staff.
The office of MSF-Holland located in Amsterdam hosts more than 350 employees, offering direct support to MSF-OCA operations.
With immediate effect, our Operations department is looking for an:
Operations Officer (100%)
Based in Amsterdam
The Operations Officer (OO) reports directly to the Operations Manager (OM).
Key objectives of the OO position are:
- To provide day-to-day administrative and operational support to portfolio and missions managed by the OM.
- To provide in-country support to missions within the portfolio.
- Supports the OM and the Missions on operational resources, administrative issues;
- Together with the Operations Advisor (OA) support the OM and missions on legal and compliance issues including HCA, registration, MOU, etc;
- (De) briefings of international staff and focal point for HR regarding staff (de) briefings arrangements for the portfolio;
- Follow up with HR regarding vacancies and monitoring of the international staff overviews sent from the missions;
- Manages the maintenance and proper use of the electronic operations database, incl. D-365, SharePoint;
- Assists the Operations Advisor (OA), the Donor Liaison Officer and the field through the management of donor reports and is in charge of monitoring the control cycle in close collaboration with the OA and other relevant team members;
- Provides in-country support to the missions within the portfolio for up to 40% of her/his time. This may include gap-filling as well as implementation of specific tasks in the HR or Finance department;
We are looking for an energetic, motivated and flexible team player, who wants to work in a dynamic and sometimes stressful environment, which requires flexibility, multi-tasking and a problem-solving attitude.
- You have experience with humanitarian assistance in complex political and humanitarian contexts.
- You have significant experience with humanitarian assistance in complex political and humanitarian contexts of which at least two years of experience in challenging project coordination positions. You have experience working in insecure contexts, and experience managing resources (HR, finance and/or logistics).
- You are required to demonstrate knowledge of the MSF organisation and of MSF policy and procedures.
- You are capable of analytical thinking and have proven skills to put forward solutions. This is a fast paced work environment that requires initiative and a flexible, stress resistant attitude.
- Good communication skills are essential, as well as an excellent command of English and French.
- You are willing to work irregular hours and spend up to 40% of the time in the field.
