MSF coordinates operations through collaborations between global offices. The ‘MSF Operational Centre Amsterdam’ (OCA) is a partnership that is composed of the partners MSF-Canada, MSF-Germany, MSF-SARA, MSF-Sweden, MSF-Holland and MSF-United Kingdom. MSF-OCA operates medical humanitarian interventions in about 25 countries with more than 11,000 staff.
The office of MSF-Holland located in Amsterdam hosts more than 400 employees, offering direct support to MSF-OCA operations. Around 50 staff focus on recruitment, communication and fundraising in The Netherlands (MSF-Holland) and 350 staff are focused on supporting MSF-OCA operations.

With immediate effect our Finance department is looking for an:
Finance Donor Liaison Officer (100% )
Objective of the Position
- Coordinates funding from Partner Sections and Institutional Donors.
- Acts as a focal point in Finance to facilitate fund allocation requests and opportunities.
- Liaises with Fundraising, Operations, and other relevant stakeholders across MSF fundraising offices.
- Handles multi millions of Euros of Partner section funding and Institutional Funding requiring timely, accurate recording, reporting communication and liaison with other partner sections in key areas such as donor budgeting and accounting, donor agreements and audits.
- We are looking for a strong communicator, with finance or economics education and experience working in finance.
- MSF or NGO experience is preferred
- Good written and verbal communication skills and fluency in English
|Coordinates contracting proposals and reporting on allocation of Partner Section (PS) funding according to PS priorities and absorption capacity, and is the primary contact person for the Partner Sections on these topics. Monitors earmarked MSF-H funding, and ensures allocation of grants to OCA projects or to other Operational Centres (OCs) when required. Ensures availability of fundable projects to match with the specific requests from Fundraising. Coordinates contracts, proposals and reports of Institutional Funding grants, makes sure donor’s proposal and report templates are updated, and ensures timely processing of proposals and reports. Proactively keeps track of the progress & development of funded projects, maintains a proper database for budget and financial information, and provides regular and ad-hoc financial updates when appropriate. Ensures MSF fundraising offices have ready access to all financial information on funded projects as required, standardizes processes and documentation on OCA funding strategy, and identifies project / program funding needs and priorities together with the Restricted Funding Liaison officer in Fundraising. Maintains an overview of proposal and reporting requirements for institutional donors and the funding sections and ensures compliance with funding agreements signed between OCA and funding sections.|
|Liaises with Operations, through the Operations Assistant, on possible funding opportunities and the related donor requirements, and facilitates communication between fundraising sections and the Operations Dept. Keeps a record of proposal and reporting deadlines and flags these in a timely fashion to different stakeholders. Ensures quality on integration of narrative proposals and reports with budgets and financial reports, and makes sure both are delivered in a timely manner to the relevant donor and funding section. Accurately tracks fund allocations to projects by updating the funding overview table regularly to keep an optimal fund allocation based on the expense trends of projects and ensuring that there is no overfunding. Streamlines the process of Partner Section grants and maintains a consolidated overview of all funding and earmarked allocations, keeps up to date with Partner Sections’ funding processes and fund raising requirements, criteria and yearly planning. Reports in a timely manner to PS, major private and Institutional donors, showing detailed allocations per PS/country/project and liaises with MedOps for Ops narrative and medical data. Develops processes and documents to ensure complete registration and administration of grant contracts, donor specific conditions, funding proposals/amendments/reports and revenue bookings in the financial systems. Manages the web-based project management database of DG ECHO. Coordinates internal and external audits for specific grants, which have audit requirements. Responsible for donor-related information in SAP, reconciling grants of institutional and PS funding, and providing final reporting to MSF International Office. Contributes to OCA annual reports as required, and is responsible for all donor related documentation required as part of the year-end audit.|

An initial employment for a year with a renewal option (subject to satisfactory performance) based on a fulltime appointment.
A contract for a full time (40 hour) workweek. We are open to suggestions for other work locations outside Europe. If based in Amsterdam the gross monthly salary will be in scale 6 between € 2, 907 and € 4,152 depending on relevant professional experience.
